Yes. Online casino gaming is legal in Nigeria when you play with an operator that holds the right state licence. The rules have changed a lot since 2024, though, so it’s worth understanding how the system works now.
The Supreme Court moved gambling to the states
On 22 November 2024, the Supreme Court ruled unanimously that lotteries and games of chance are a state matter, and it nullified the National Lottery Act 2005 outside the Federal Capital Territory. Since then, each state can license and tax gambling within its borders, and the Abuja licensing office covers the FCT. The former federal regulator, the National Lottery Regulatory Commission, no longer has authority over gambling in the states.

Lagos issues online casino licences
The Lagos State Lotteries and Gaming Authority was set up under a 2021 state law. In 2026, Lagos High Court judgments in cases against several operators confirmed that any business serving Lagos residents needs a Lagos licence and must pay the state’s levies, even if its servers or offices are elsewhere. One operator was fined ₦500,000, and others received perpetual injunctions and orders to pay back-levies.
The federation of state regulators
More than twenty states belong to the Federation of State Gaming Regulators of Nigeria (FSGRN), which runs a reciprocity scheme so licensed operators can work across member states. That’s why a Lagos licence carries weight well beyond Lagos.
Age, KYC and the 5% tax on winnings
You must be 18 or older to play. In February 2026, the LSLGA directed Lagos-licensed operators to deduct a 5% withholding tax from players’ net winnings at the point of payout and remit it to the Lagos State Internal Revenue Service.
