🛡️ Licences and ownership

South Africa has no national online betting licence. Nine provincial boards license bookmakers, and a bookmaker licensed in one province can take online bets from customers across the country. Both brands are well licensed:

• Hollywoodbets: BetScout lists Hollywoodbets Holdings (Pty) Ltd with a KwaZulu-Natal master licence, ChampsBase lists Western Cape licence 10000107-029 and a Gauteng licence, and Wikipedia adds the Free State, Limpopo and Mpumalanga. Its head office is in uMhlanga, and it also operates in Mozambique, Ireland and the UK.
• Betway: ChampsBase reports licence 10181496-012 from the Western Cape Gambling and Racing Board and 9-2-1-09658 from the Mpumalanga Economic Regulator. MzansiWins attributes the second number to the Western Cape board instead, so check the footer of betway.co.za. Its owner, Super Group, is listed on the New York Stock Exchange.

🎁 Welcome offers compared

Hollywoodbets’ R25 is one of the few genuine no-deposit offers in South Africa: you can try its sportsbook without paying anything in. The catch is the 24-hour window and the R1,200 cap. Betway’s R10 needs a R50 qualifying bet first, but then has no wagering and lasts six months. Sources differ on the minimum odds for Hollywoodbets’ free bet, so check the terms before you place it.

Both run strong everyday promotions. Betway’s are more football-centred, with the PSL Leaderboard and the Saturday Soccer Jackpot, while Hollywoodbets spreads its offers across football, racing, referrals and birthdays. Terms change often, so read them on each promotions page.

This is Hollywoodbets’ home ground. The company grew out of publishing racecards, holds naming rights to the Greyville and Scottsville racecourses, and is title sponsor of the Durban July. AfricaSoccer confirms coverage of every South African race meeting, with starting prices, tote pools and exotic bets such as exactas, trifectas, quartets and Pick bets, plus UK, Irish, Australian and Hong Kong racing on major days. Goal and ChampsBase both highlight live racing streams.

Betway also offers horse racing alongside its 28 sports, and it’s a perfectly good place for an occasional racing bet. But if racing is your main interest, Hollywoodbets’ depth, tote pools and streams are hard to match.

⚽ Football: PSL and European leagues

Betway’s title sponsorship of the PSL’s top division, renamed the Betway Premiership in July 2024, puts it at the heart of South African football; the 2026/27 season is its third. For European leagues, both AfricaSoccer and Vehicleservice point to Betway as the deeper book. Hollywoodbets is still strong on the PSL, with weekly promotions and enhanced odds during the domestic season.

Both brands are deeply invested in South African rugby and cricket. Betway is listed by the PSL as a sponsor of the Springboks and the Betway SA20 cricket league, and Vehicleservice describes its rugby and cricket markets as comprehensive. Hollywoodbets has been title sponsor of the Sharks since August 2023, holds naming rights to Hollywoodbets Kings Park, and has sponsored Dolphins cricket. Betway also runs “Rugby’s Greatest Bet”, with up to R1 million for predicting all the scores in selected matches.

Betway has the broader menu and, according to Vehicleservice, the highest EFT withdrawal ceiling in the market, which matters if you bet large amounts. Hollywoodbets is the only one of the two where you can deposit and withdraw cash in person at a branch, and its tested withdrawal was very quick. At both, payouts must go to an account in your own name, and voucher deposits can’t be withdrawn through the same channel at Betway.

Every licensed South African bookmaker must verify your identity before paying out. ChampsBase’s testers had their Betway FICA cleared in about 30 minutes through an automated database check, and MzansiWins says Betway triggers verification at your first withdrawal. At Hollywoodbets, ChampsBase found a selfie-based check cleared in about two hours, and AfricaSoccer says documents are typically reviewed within 24 hours on business days. At both, you’ll need a South African ID or passport, and sometimes a proof of address.

🎰 What about their casino games?

Both Hollywoodbets and Betway show casino-style games, such as slots and crash games, on their South African sites, framed as bookmaker bets on “contingencies”. We don’t compare or recommend them, because their legal status is disputed:

• Section 11 of the National Gambling Act, 2004 prohibits unauthorised interactive games, including online casino.
• On 21 October 2025, the Supreme Court of Appeal ruled in the Supabets case that Gauteng-licensed bookmakers may not offer fixed-odds bets on casino games such as roulette.
• The National Gambling Board says the ruling applies to all bookmakers nationwide and has warned that winnings from interactive gambling will be confiscated.
• Hollywoodbets says the ruling “does not extend to our operations, nor to other provinces where we are duly licensed”, and Betway says it was a narrow interpretation of the Gauteng Act and not a ban on online betting.

Until the courts, the provinces or a new national gambling Bill settle the question, we think players are best served by sticking to sports and horse racing betting at either bookmaker.

🧾 Tax: none on your winnings

Recreational bettors don’t pay tax on betting winnings in South Africa, at either bookmaker. Bookmakers pay provincial gambling taxes instead, such as Gauteng’s 6.5% of gross betting revenue, and the Western Cape’s 3% tax plus a 3% betting levy on winning bets. A proposed 20% national tax on online gambling revenue would be paid by operators, not deducted from your winnings, and it wasn’t among the key proposals in the draft tax bills published on 30 July 2026.

🧭 Responsible gambling tools

As licensed bookmakers, both must offer deposit limits and self-exclusion. South Africa also keeps a National Register of Excluded Persons: under rules gazetted on 10 February 2026, an exclusion takes effect ten days after it’s submitted and applies across licensed operators, so it covers both Hollywoodbets and Betway at once.

In South Africa, it became title sponsor of the PSL’s top division in July 2024, and the PSL also lists it as a sponsor of the Springboks and the Betway SA20. When the 2026/27 season launched on 30 July 2026, marking the PSL’s 30th anniversary, Betway raised the top prize in its “S’bonise & Win” fan campaign from R20,000 to R30,000.

Its sportsbook is the more complete of the two for football and live betting: 28 sports, R1 minimum bets, live streaming, full, partial and automatic cash out, one of the widest payment menus in the country, and apps for every major platform. Its welcome offer is small.

Hollywoodbets: you place the R25 free bet on a PSL match at odds of 3.00. If it wins, the total return would be R75, but with most free bets the stake isn’t returned, so you’d receive R50. Betway: after your R50 qualifying multi, you place the R10 free bet at odds of 3.00. If it wins, you receive R20.

Accumulator boosts

Based on AfricaSoccer’s figures, a ten-leg accumulator at Hollywoodbets that would make R1,000 profit earns a 50% Multi Boost, adding R500. But ten selections that each have a 70% chance of winning combine to under a 3% chance that all ten win (0.7¹⁰ ≈ 0.028). Boosts make long shots pay more; they don’t make them likely.

The Hollywoodbets Durban July is South Africa’s best-known horse race. In 2026, it carried a R10 million prize pool with a field of 18 thoroughbreds at Hollywoodbets Greyville, and more than 45,000 spectators were expected. You can bet on it at both bookmakers, but Hollywoodbets, as title sponsor, puts it at the centre of its racing calendar. A few tips:

• Study the form early. The field and draw are published ahead of race day, and prices can move sharply.
• Consider each-way or place bets. In an 18-runner field, backing a horse to place gives you more ways to collect.
• Keep exotic stakes small. Exactas, trifectas and quartets pay well but are hard to land.
• Watch the race live. Hollywoodbets’ racing streams let you follow it from anywhere.

One footnote on Hollywoodbets: in July 2025, the UK Advertising Standards Authority upheld a complaint that Hollywoodbets had advertised to a minor in the UK, a reminder that even established brands are held to strict advertising rules.

Betway is the stronger in-play product. It offers live betting across the major sports, live streaming on selected events, and full, partial and automatic cash out, so you can bank part of a bet or set a target value in advance. Vehicleservice calls its app fast, stable and strong for live betting.

Hollywoodbets offers live betting on the main sports and cash out, but AfricaSoccer describes its sports streaming as limited. Where it shines is racing: its live racing streams let you watch races as you bet. If you mainly bet in-play on football, Betway is the better choice; if you watch and bet on racing, Hollywoodbets.

And avoid offshore sites: the National Gambling Board said in October 2025 that most illegal online operators targeting South Africans hold Curaçao licences, which aren’t valid in South Africa.

⚖️ Betting law in South Africa in 2026

Sports and horse racing betting are legal in South Africa with a licensed bookmaker, and you must be 18 or older.

• Who regulates: the National Gambling Board oversees the sector and keeps national registers, while nine provincial boards license bookmakers, collect gambling taxes and supervise operators. At 31 March 2025, the Board counted 315 licensed bookmakers, retail and online combined.
• Online casino: Section 11 of the National Gambling Act, 2004 prohibits unauthorised interactive games, and a 2008 amendment that would have licensed online casino never came into operation. Penalties for illegal gambling can reach R10 million, ten years in prison, or both.
• Enforcement: the National Gambling Board has invited proposals for a system to block illegal gambling websites, announced a partnership with the Advertising Regulatory Board in September 2026 to monitor gambling adverts, and a national Illegal Gambling Task Team began operations in Limpopo in August 2026. Cabinet appointed a new National Gambling Board in September 2026.
• What’s next: the National Gambling Policy Council has resolved to fast-track a new national gambling Bill, which hadn’t passed by October 2026, and Gauteng says it’s amending its own law to regulate online betting.

• Use your own details. Your betting account, bank account and wallet must all be in the same name, or withdrawals will be held.
• Do FICA before you win. Verification is required before your first withdrawal at both bookmakers.
