⚖️ Are OPay and PalmPay casinos legal in Nigeria?

OPay and PalmPay are just the payment rails. Whether the casino is legal depends on its licence.

• States regulate gambling. The Supreme Court ruled on 22 November 2024 that states, not the federal government, regulate lotteries and games of chance. The Lagos State Lotteries and Gaming Authority, set up under the LSLGA Law 2021, has become the regulator most online operators work with, and its categories include online casino.
• Lagos publishes who is licensed. Its register lists each operator’s company, trade name, category and licence dates. Licences run for one year, so dates matter.
• Lagos names illegal sites too. Its list of 10 September 2026 named 44 operators, including Stake and bet365, according to iGaming Times.
• Payment providers are in scope. The LSLGA’s homologation notice of 20 July 2026 requires payment service providers to take part in a registry census and submit their payment gateways for technical audit, with uncertified systems disconnected at the end of a six-month programme.
• Telecoms too. In October 2026, the LSLGA gave mobile networks and value-added service providers 30 days to stop serving unlicensed gaming businesses, THISDAY reported, adding that using a payment or carrier-billing channel doesn’t remove the need for a gaming licence.

Bet9ja lists OPay and PalmPay among more than a dozen deposit methods, from bank transfer and USSD to cards, Quickteller and a personal Bet9ja virtual account. In ChampsBase’s test, three OPay deposits were credited in under a minute, with no fee. Afrik-Foot and SportyTrader both list OPay deposits from ₦100 up to ₦100,000, and Toffeeweb says PalmPay works through the PalmPay app and PalmPay transfer, from ₦100.

Withdrawals are less clear. Afrik-Foot, SportyTrader and Toffeeweb list wallet withdrawals from ₦1,000, while ChampsBase found payouts going to a bank account in the account holder’s name. ChampsBase’s three bank withdrawals arrived in an average of about 56 minutes, without fees. If you want a wallet payout, check the options on your withdrawal page.

Oddschecker also describes verified OPay withdrawals clearing in under 30 minutes. ChampsBase lists PalmPay, Kuda, Moniepoint, cards and Quickteller as other deposit options.

Route 2: transfer to your casino account number

1. Copy the account number shown in your casino cashier while you’re logged in. Bet9ja, for example, gives every customer a personal virtual account.
2. Open OPay, choose a bank transfer, and paste the number.
3. Check the account name before you confirm. It should match the casino’s payment partner as shown in the cashier.

OPay’s USSD code, *955#, lets you send money without data on MTN, Airtel and 9mobile, according to The Fintech Africa, but the cashier and app routes are what casino guides describe. If you use USSD, follow your casino’s own instructions exactly.

🌴 How to deposit with PalmPay at a casino

Business Post Nigeria describes three ways PalmPay deposits work: a direct PalmPay option in the cashier, a bank transfer from your PalmPay wallet to a virtual account generated in your casino profile, or a local payment gateway that shows PalmPay on its own page.

1. Open the cashier on the casino’s official site or app.
2. Select PalmPay, or copy the virtual account number shown in your logged-in profile.

PalmPay’s USSD service, *861#, works on any phone without internet and lets you freeze your account remotely if your phone is lost or stolen, which is worth knowing if your wallet holds casino winnings.

💸 Withdrawing casino winnings to OPay or PalmPay

Not every casino that accepts a wallet deposit pays out to it. Business Post warns that some sites take PalmPay deposits but send withdrawals by bank transfer, and our research found the same uncertainty at Bet9ja and Betano. Here’s how to give yourself the best chance of a quick wallet payout:

1. Verify early. Lagos-licensed casinos need your NIN, and the 5% withholding tax is tied to it.
2. Match the names. PalmPay’s name-binding blocks payouts to an account in a different name, and casino terms generally require the same.
3. Upgrade your wallet tier. Oddschecker warns that an unverified wallet’s ₦300,000 balance cap can make large payouts fail.
4. Withdraw to the wallet you deposited from. Oddschecker describes this “closed loop” rule as standard.
5. Check the minimum: ₦550 for OPay at 1xBet and Helabet, ₦1,000 for PalmPay at Paripesa and ₦1,500 for OPay at 22Bet.
6. Watch the caps: Betwinner pays a maximum of ₦300,000 per withdrawal.

🧾 Fees and limits

Most of our picks don’t charge a fee for OPay or PalmPay deposits. Afrik-Foot found no fees on OPay casino and betting payments, and Toffeeweb says PalmPay’s side of betting deposits is generally fee-free, with any charge more likely to come from a linked bank. Both caution that this can change, so check the amount on the confirmation screen before you enter your PIN.

In practice, your wallet tier is usually the tighter limit. A Tier 1 OPay account can’t send more than ₦50,000 a day, whatever the casino’s maximum.

🥊 OPay vs PalmPay: which is better for casino players?

There’s no clear winner. Use the wallet you already have, verified to the highest tier you can manage. If you hold both, OPay has the edge on tested payout speed at SportyBet and Helabet, while PalmPay opens up Paripesa’s larger slot library.

Since February 2026, the LSLGA has directed Lagos-licensed operators to deduct a 5% withholding tax from players’ net winnings and remit it to the Lagos State Internal Revenue Service, Nairametrics reported. You’ll need your NIN during verification, and the tax can count as a credit in your own tax filings.

Casino play may be treated differently in practice. ChampsBase reported that SportyBet taxed casino winnings at 20%, against 5% for sports, and a Betway Nigeria review found a higher casino rate too. Check the deduction shown on your bet history or receipt before you withdraw.
