Best Online Casinos in Rwanda 2026: The Only RDB-Licensed Sites, Taxes and Player Safety

Looking for the best online casinos in Rwanda? The list is much shorter than most casino guides suggest. In July 2026, the Rwanda Development Board (RDB), through its National Lottery and Gambling Commission (NLGC), issued online casino licences to just two operators: Betway and ForteBet. Days later, it suspended Forzza for offering casino-style games its sports betting licence didn’t cover, and reminded every operator to offer only the products its licence allows.

This guide ranks only those two licensed online casinos, explains what the RDB licence means, sets out Rwanda’s tough 2025 gambling taxes (40% for operators, 25% on your winnings), and shows how to avoid unlicensed sites. Every fact was checked in October and November 2026, and where sources disagree we say so.

📌 Key takeaways

  • Only two licensed online casinos: Betway and ForteBet received RDB licences for online sports betting and online casino in July 2026. ElephantBet was licensed for online sports betting only.
  • Casino without a casino licence is illegal: the RDB suspended Forzza on 30 July 2026 for offering casino-style games beyond its sports betting licence.
  • Tax on winnings: 25% withheld at payout, up from 15%, since the 2025 tax changes.
  • Operator tax: 40% of gross gambling revenue, up from 13%.
  • Small market: the RDB counted 15 licensees including the national lottery in July 2026, falling to 14 after Forzza’s suspension.
  • More action coming: in October 2026, the Prime Minister told Parliament that “we need to put in more effort” on betting.
  • Age: 18 under the 2011 law; the 2024 policy calls for age verification at 21.
⚠️ Check the licence category, not just the licence: in Rwanda, a sports betting licence doesn’t allow casino games. Many betting sites show casino or crash-game tabs, but only operators licensed for online casino may offer them legally. Rwanda doesn’t publish a regularly updated public list of licensees, so the RDB’s announcements are the best public reference; contact the NLGC at the RDB if you’re unsure.

🔬 How we chose the best online casinos in Rwanda

Our rule is simple: we only rank sites licensed for the product in the player’s own country. In Rwanda, that means an RDB licence that specifically covers online casino. Then we look at:

  1. Licence scope: online casino, not just sports betting, confirmed by an RDB announcement.
  2. Track record: the operator’s history in Rwanda and other regulated African markets.
  3. Payments: MTN Mobile Money and Airtel Money, which together dominate Rwandan gambling payments.
  4. Mobile access: apps or a mobile site that works well on a phone.
  5. Responsible gambling: limits, self-exclusion and age checks, which the 2024 Gambling Policy makes a core pillar.
  6. Transparency: clear terms and tax deductions shown on winnings.

Because the licences are new, product details are still settling. Where review sources predate the July 2026 licences or disagree, we say so; always check the operator’s current terms.

⭐ The best online casinos in Rwanda: reviews

1. Betway: the best online casino in Rwanda

★★★★½8.7/10
🛡️ Licence: RDB/NLGC, online sports betting and online casino (July 2026)
🏢 Group: Super Group (iGB)
💳 Payments: MTN, Airtel and other mobile money, cards and bank transfer (Betrwanda)
📱 Apps: Android and iOS from Betway’s website, plus a mobile site (Betrwanda)

Why it’s our top pick

Betway is one of only two operators licensed for online casino in Rwanda. The RDB announced its licence for online sports betting and online casino after what it called a “thorough, competitive licensing and evaluation process”, and Betway already operates in several regulated African markets. iGB identifies it as part of Super Group.

🎰 Casino

Betrwanda’s review describes a casino section with more than 30 games alongside a sportsbook covering more than 20 sports. The reviewer calls the casino not especially impressive, but with good options for casino fans. Because Betway’s Rwandan casino is newly licensed, expect the game range to change; check the current lobby.

💳 Payments and apps

Betrwanda lists mobile money (MTN, Airtel and others), credit and debit cards and bank transfers, and native apps for Android and iOS downloaded from Betway’s website. We couldn’t confirm Betway Rwanda’s current minimum deposit or welcome offer from a source dated after its July 2026 licence.

✅ Pros

  • ✅ RDB online casino licence
  • ✅ Major international group
  • ✅ Android and iPhone apps
  • ✅ Mobile money and cards

⚠️ Cons

  • ⚠️ Casino range described as modest
  • ⚠️ Current bonus terms not confirmed
  • ⚠️ 25% tax on winnings applies
Best for: players who want a licensed online casino from a large international brand, with an app.

2. ForteBet: the best for local presence

★★★★8.2/10
🛡️ Licence: RDB/NLGC, online sports betting and online casino (July 2026)
🏢 History: founded in 2014 as FortuneBet, renamed ForteBet in 2016 (Betrwanda)
💳 Payments: MTN Mobile Money, Airtel Money and cash in shops (Betpower, March 2025)
📱 App: mobile-optimised website; no dedicated app reported

Why we rate it

ForteBet is the other operator the RDB licensed for online casino in July 2026. It has a long history in Rwanda: Betrwanda says it was founded in 2014 as FortuneBet and renamed in 2016, and it runs a large chain of physical betting shops, which makes it easy to deposit and withdraw cash in person.

🎰 Casino

Reviews written before the 2026 licence disagree on ForteBet’s casino. Betpower’s March 2025 review listed slots such as Bonus Mania, Burning Ice, Dice Slots, War of the Titans and Magic Lady, while Betrwanda’s undated review said ForteBet offered sports betting only. With its new online casino licence, ForteBet can now legally offer casino games online; check the current lobby for what’s available.

💳 Payments

Betpower lists MTN Mobile Money and Airtel Money for deposits and withdrawals, plus cash at its shops, with deposits from 2,000 RWF up to 200,000 RWF. Betrwanda gives a 1,000 RWF minimum for shop deposits. Both reviews mention a 200 RWF free bet for new online customers, a sports promotion rather than a casino bonus.

✅ Pros

  • ✅ RDB online casino licence
  • ✅ Large shop network for cash
  • ✅ MTN and Airtel

⚠️ Cons

  • ⚠️ No dedicated app reported
  • ⚠️ Casino offer still unclear
  • ⚠️ Older reviews conflict
Best for: players who like a local brand and the option to handle cash in a shop.

Whichever you choose, the 25% tax on winnings applies at both, and both must follow the RDB’s licence rules on the products they offer.

📋 Other operators: why they’re not on our list

  • ElephantBet: licensed in July 2026, but for online sports betting only.
  • Forzza (Baron Sports Gaming Ltd): suspended by the RDB on 30 July 2026 for repeatedly offering casino-style games beyond its sports betting licence. The RDB told the public not to take part in its gambling activities until further notice.
  • betPawa (Choplife Gaming): licensed in Rwanda since 2022, but it temporarily suspended its online casino and deposit-taking services in 2026 while in talks with the Rwanda Revenue Authority over tax, FocusGN and The New Times reported. Online casino reportedly made up about 80% of its Rwandan business.
  • Kings Bet: licence suspended in August 2025, according to Gambling Maps.
  • Winner Rwanda, Premier Bet, Gorilla Games and other licensees: active in Rwanda, but we found no RDB announcement confirming an online casino licence for them.
  • 1xBet, Melbet, Paripesa, Betwinner, 22Bet, Linebet and 888Starz: iGaming Today describes these international sites as accessible in Rwanda without stating any Rwandan licence. We found no RDB online casino licence for them.

Yes, but only with an RDB licence that specifically covers online casino. Here’s how the system works.

The regulator

The Rwanda Development Board took over gambling regulation in 2024, under a Prime Minister’s Order dated 28 June 2024, and regulates the sector through its National Lottery and Gambling Commission (NLGC). Before that, gambling was overseen by the Ministry of Trade and Industry (MINICOM).

The legal framework

Until new laws are enacted, three instruments govern gambling, according to the RDB’s directives to operators:

  • Law No. 58/2011 on gaming activities.
  • Ministerial Order No. 01/013 of 2013 on licensing and fees.
  • Ministerial Order No. 001/MINICOM/2023 on administrative sanctions.

The RDB says it’s reviewing and redesigning the legal framework. A national Gambling Policy was published in 2024 and sets the direction: tighter licensing, stronger monitoring and harm minimisation.

The licensing pause and restart

  • August 2024: the RDB paused new licences and renewals while it rebuilt the framework.
  • August 2025: licensing reopened. Land-based casinos could apply directly, while land-based sports betting, online sports betting and online casino were opened to expressions of interest by email to NLGC@rdb.rw, with a deadline of 30 September 2025.
  • July 2026: after what the RDB called a “thorough, competitive licensing and evaluation process”, it licensed Betway and ForteBet for online sports betting and online casino, and ElephantBet for online sports betting.

Why licence scope matters

The Forzza case shows that the RDB enforces licence categories strictly. On 30 July 2026, it suspended Baron Sports Gaming Ltd, trading as Forzza, across its outlets, agents, digital platforms and apps, for repeatedly offering “casino-style games beyond the scope of its approved licence”. It ordered Forzza to remove its advertising, warned that operating during the suspension would be unlawful, and reminded all licensed operators to offer only the products their licences permit. The RDB’s chief operating officer, Serge Nyombayire, told iGB there were 15 licensees in the market, including the national lottery operator.

A policy pulling in two directions

Rwanda’s 2024 Gambling Policy treats some products as high-risk. iGaming Today reports that it classes online casinos and slots as high-risk “Category 2” products targeted for phase-out, and the authorities began collecting more than 7,000 unlicensed slot machines for dismantling in 2025, FocusGN reported. Yet in July 2026 the RDB licensed two online casinos. The practical takeaway: online casino is legal today with the right licence, but the rules could tighten again.

🚨 Enforcement in Rwanda

  • Forzza: suspended in July 2026 for unlicensed casino-style games.
  • Kings Bet: licence suspended in August 2025.
  • Inzozi Lotto: the national lottery licence held by Carousel Ltd was terminated in 2025, and the dispute had gone to arbitration by April 2026; Moja Rwanda Limited became the national lottery operator from 2 April 2026, according to Gambling Maps.
  • Slot machines: more than 7,000 unlicensed machines collected for dismantling and recycling in 2025.
  • Gambling premises: the Prime Minister told Parliament in October 2026 that some premises had already been closed.

On 2 October 2026, Senator Charles Murigande urged the government to tackle betting the way it tackled illicit alcohol, warning that it was harming household finances and savings. Prime Minister Justin Nsengiyumva replied that “we need to put in more effort”, FocusGN reported. The discussion referred to Aviator, known locally as “Akadege”, alongside casino gaming, horse racing and lottery products.

🏨 Land-based casinos in Rwanda

Rwanda also licenses land-based casinos, which the RDB began licensing again in August 2025 through direct applications to the NLGC. iGaming Today counted two land-based casino licences, both in Kigali, in 2025. The RDB’s August 2025 notice said it wanted the industry to “grow in a responsible and transparent way”, and that new rules would come after consultation with stakeholders.

In 2026, the RDB held Rwanda’s first Gambling Industry Engagement with licensed operators and other stakeholders. Opening it, RDB chief executive Jean-Guy Afrika said: “A sustainable gambling industry is one that balances growth with responsibility,” naming compliance, responsible gaming and digitisation as priorities, FocusGN reported.

💰 Gambling taxes in Rwanda

Rwanda raised gambling taxes sharply in 2025. The Chamber of Deputies approved the changes in April 2025, KT Press reported, and FocusGN dates them as effective from August 2025:

TaxBeforeNowWho pays

Sources: KT Press (April 2025), FocusGN (October 2026), iGaming Today. Gambling Maps and Betting Companies Africa date the changes to the 2024/2025 fiscal year or February 2025, so effective dates differ between sources.

Illustration on the amount won; how operators define the taxable amount may differ, and the timing of withholding was itself a subject of talks between betPawa’s operator and the Rwanda Revenue Authority in 2026.

H2 Gambling Capital warned that the higher costs could hurt licensed operators and push some players towards unregulated sites, iGaming Today reported. Unregulated sites don’t withhold tax, but they also offer no Rwandan protection.

Tax on digital providers

The 2025 tax package approved by the Chamber of Deputies also included a 1.5% charge on all revenue generated in Rwanda by digital companies with a significant presence in the country, KT Press reported. The same report said 50% of net gambling profits would go to the national treasury.

💳 Paying at online casinos in Rwanda: MTN MoMo and Airtel Money

Mobile money dominates. iGaming Today puts mobile money (MTN MoMo and Airtel Money) adoption for gambling at more than 80%, with cards and e-wallets at about 20% in urban areas. Swahili Casinos also lists cards and some international e-wallets, depending on the operator.

  • Betway: MTN, Airtel and other mobile money, cards and bank transfer (Betrwanda).
  • ForteBet: MTN Mobile Money, Airtel Money and cash at its shops (Betpower).

Tips: pay only from a mobile money account in your own name, only through the operator’s official payment page, and never through an “agent” on WhatsApp or Telegram. Keep records of deposits, withdrawals and tax deductions.

📝 How to sign up at a licensed online casino in Rwanda

  1. Choose an operator licensed for online casino: in November 2026, Betway or ForteBet.
  2. Open the official site or app from the operator’s own website or an official app store, never from a link in a group chat.
  3. Register with your phone number and real details. Licensed operators verify your age and identity, and the 2024 policy calls for age checks at 21.
  4. Set your limits first: deposit, loss and time limits, before your first deposit.
  5. Deposit with MTN MoMo or Airtel Money through the official payment page.
  6. Read any bonus terms before opting in: wagering, minimum odds or game contributions, time limits and maximum win.
  7. Withdraw to the same account and check that the 25% tax deduction on winnings is shown clearly.

If anything about the site looks different from what’s described here, such as a casino tab on a sports-only brand or a request to pay through an agent, stop and check with the RDB’s NLGC before depositing.

📈 Rwanda’s gambling market in numbers

  • Market size: iGaming Today estimates 2024 gambling revenue at about RWF 640 billion (around US$425 million), describing it as an estimate.
  • Licensees: 15 including the national lottery in July 2026, then 14 after Forzza’s suspension (iGB). Other sources give higher figures, such as about 30 active licences (Gambling Maps, Swahili Casinos), so counts vary by source and date.
  • Connectivity: internet penetration of 71% and smartphone penetration of 45% in 2024, according to iGaming Today.
  • betPawa: its operator says it served more than 300,000 customers and created more than 180 jobs in Rwanda since 2022, figures it reported itself.

🎰 How games at online casinos in Rwanda work

Every casino game is designed so that the house wins over time, whether you play on a licensed app or anywhere else.

RTP and house edge

Return to player (RTP) is the share of all stakes a game pays back over a very large number of plays. A slot with 96% RTP keeps an average of 4%, its house edge. RTP says nothing about a single session, but the longer you play, the closer your results tend to drift towards the house edge.

Game typeHow it worksWhat to watch
SlotsRandom results on each spinHigh volatility means long losing runs
Crash games (Aviator, “Akadege”)A multiplier rises until it crashes; you cash out firstOnly legal online at operators licensed for online casino
RouletteBet on where the ball landsSingle-zero roulette has a lower house edge
BlackjackBeat the dealer without going over 21Lowest house edge with correct basic strategy
Live casinoReal dealers streamed by videoUses a lot of mobile data

Aviator in Rwanda

Aviator is popular enough in Rwanda to have its own nickname, “Akadege”, and to come up in Parliament. Legally, it’s a casino-style game: the Forzza suspension shows that offering such games under a sports betting licence breaches the licence. Rounds last seconds, so set a budget per session and stop when it’s gone. Apps and groups selling Aviator “predictions” are scams.

🧮 How casino bonuses really work

A wagering requirement is how many times you must bet a bonus before you can withdraw it. Here’s why it matters:

BonusWageringTotal you must betExpected loss on a 96% RTP slot
RWF 50,00010xRWF 500,000About RWF 20,000
RWF 50,00035xRWF 1,750,000About RWF 70,000
RWF 50,00050xRWF 2,500,000About RWF 100,000

Illustration: expected loss = total wagered × 4% house edge. Short-term results vary widely.

At high wagering, the house edge is expected to consume the whole bonus. Also check maximum bets, game contributions, time limits and caps on winnings, and remember that any winnings are taxed at 25%.

🚩 How to spot an unlicensed casino in Rwanda

  1. No RDB licence for online casino: in November 2026, only Betway and ForteBet had one, according to RDB announcements.
  2. A sports betting site with a casino tab: unless the operator holds an online casino licence, those games aren’t allowed.
  3. Only a foreign licence, such as Curaçao, in the footer.
  4. Deposits through personal agents instead of an official payment page.
  5. No age check before you can play.
  6. “Fees” demanded to release winnings: a genuine operator deducts the 25% tax itself.
  7. APK files shared in group chats instead of the operator’s website or an app store.

🆘 What to do if something goes wrong

  1. Contact the operator’s support and keep records of every bet, payment and message.
  2. Escalate to the RDB’s National Lottery and Gambling Commission if it’s a licensed operator; the RDB’s licensing contact is NLGC@rdb.rw.
  3. Go to court or report fraud to the police if necessary.

The RDB can act against operators it licenses, as the Forzza suspension showed. It can’t help you recover money from an unlicensed offshore site.

📱 Playing on your phone safely

  • Download apps only from the operator’s official website or an official app store.
  • Never share your MTN MoMo or Airtel Money PIN, and never type it into a website.
  • Turn off promotional notifications and set deposit limits in your account.
  • Log out after every session on shared phones.

🔭 What to watch in 2026 and 2027

  • New gambling laws: the RDB is redesigning the legal framework to replace Law No. 58/2011.
  • More licences or fewer products: further online casino licences could follow, but the 2024 policy also targets high-risk products for phase-out.
  • Spending limits and central monitoring: foreseen in the 2024 policy but not yet set in regulation, according to Gambling Maps.
  • Government action: after the October 2026 Senate debate, the Prime Minister signalled more measures.
  • betPawa’s casino: whether it resumes after its tax talks, and under what licence.

💡 Playing smarter: budgets, volatility and myths

Licensing protects your money and your rights, but it doesn’t change the maths of casino games. A few habits help:

  • Set a session budget in Rwandan francs before you start, and stop when it’s gone. Never top up from money meant for rent, food or school fees.
  • Choose your volatility: low-volatility slots pay small amounts often, high-volatility slots pay rarely but more. If your budget is small, high volatility can wipe it out quickly.
  • Watch the clock: crash games and fast slots can play hundreds of rounds an hour. Use time reminders if your operator offers them.
  • Factor in the tax: with 25% withheld from winnings, a win is worth less than it looks.

Common casino myths

  • “The slot is due to pay.” Every spin is independent.
  • “I can predict Aviator.” Crash points are random; prediction apps and “signal” groups are scams.
  • “Bonuses are free money.” Wagering requirements and the house edge apply to every bet.
  • “Doubling my stake after a loss guarantees a win.” The Martingale quickly runs into your budget or table limits.

✅ Checklist before you play

  • Am I 18 or older (and does the operator require 21)?
  • Is the site Betway or ForteBet, or another operator with an RDB online casino licence?
  • Am I paying through the official payment page with my own MTN or Airtel account?
  • Have I set deposit and time limits?
  • Do I understand the bonus wagering and the 25% tax on winnings?
  • Do I know how to self-exclude if gambling stops being fun?

📖 Glossary

  • RDB: Rwanda Development Board, the gambling regulator since 2024.
  • NLGC: National Lottery and Gambling Commission, the RDB unit that licenses gambling.
  • Online casino licence: the RDB licence category required to offer casino games online.
  • GGR: gross gambling revenue, stakes minus winnings; taxed at 40%.
  • Withholding tax: the 25% deducted from your winnings before payout.
  • RTP: return to player, the share of stakes a game pays back over time.
  • Wagering requirement: how many times you must bet a bonus before withdrawing it.
  • Self-exclusion: a voluntary block on your gambling account for a set period.

🔍 How we researched this guide

We used the RDB’s July 2026 licensing announcement (as published on its X account and reported by Taarifa Rwanda, FocusGN and Afri Gaming Bulletin), the RDB’s directives to operators, iGB’s and FocusGN’s reports on the Forzza suspension, tax reporting from KT Press, FocusGN and iGaming Today, and operator reviews from Betrwanda and Betpower. Rwanda doesn’t publish a regularly updated public licence list, so we rank only operators whose online casino licences the RDB has announced.

🧘 Responsible gambling in Rwanda

Gambling harm is a growing concern in Rwanda. Senators have warned that betting is hurting household finances and savings, and harm minimisation is a core pillar of the 2024 Gambling Policy. iGaming Today lists the policy’s measures as age verification, self-exclusion, player-set spending limits, audits and reporting, restrictions on celebrity endorsements, and planned AI monitoring of technology-based products. Licensed gambling ads must carry responsible gambling messages, including the 18+ limit, according to Swahili Casinos.

Concern goes beyond Parliament. Officials cited rising worries about gambling addiction when licensing reopened in August 2025, KT Press reported, and a 2020 survey in Kigali cited by iGaming Today found that more than 70% of respondents showed signs of gambling disorder. Treat these figures with caution, but the message is clear: casino games carry real risks.

  • Self-exclusion: licensed sites must offer it, according to Betting Companies Africa. Use it if you need a break.
  • Limits: set deposit and time limits in your account before you play.
  • No national helpline: Rwanda has no dedicated national gambling addiction helpline, Swahili Casinos notes. Talk to a doctor, a counsellor or someone you trust.
  • Budget: decide what you can afford to lose before you play, and treat any win as a bonus, not income.

Warning signs include chasing losses, borrowing to gamble, using money meant for essentials, and hiding gambling from family.

🔞 Adults only: 18+ under Law No. 58/2011; the 2024 policy calls for age verification at 21.
