Online Casinos in Malawi 2026: What MAGLA Licenses, New Taxes and How to Play Safely

Searching for the best online casinos in Malawi? Malawi’s 2022 gaming law created a modern regulator, the Malawi Gaming and Lotteries Authority (MAGLA), and opened the door to online gambling. But when we checked MAGLA’s own register in November 2026, it listed licensed sports betting websites, four land-based casinos, gaming machine operators and lotteries, and no online casino. The one brand launched as “Malawi’s first online casino”, Jackpot City, in December 2024, showed a “Site Temporarily Suspended” notice when we checked.

That’s why this guide doesn’t rank or recommend any online casino. Instead, it explains what Malawian law allows, what MAGLA’s register shows, the new 2026 taxes on winnings, the risks of offshore sites, and where to get help. Every fact was checked in October and November 2026, and where sources disagree we say so.

📌 Key takeaways

  • The law allows licensed online gambling: the Gaming and Lotteries Act 2022 created MAGLA and covers online gambling, according to Gambling Maps.
  • No online casino on the register: MAGLA’s licensed-operator page lists sports betting websites, four land-based casinos, gaming machine operators and lotteries, but no online casino licence category or licensee.
  • Jackpot City: launched in Lilongwe in December 2024 as Malawi’s first online casino; its Malawian site showed a temporary suspension notice in November 2026.
  • Tax on winnings: 15% on betting and lottery winnings with no tax-free threshold since 31 December 2025; casino gaming is taxed at 10% from April 2026, though sources describe the base differently.
  • Licensed land-based casinos: Colony Club and Casino Marina in Blantyre and Lilongwe.
  • Offshore sites aren’t licensed: popular international brands such as 1xBet, BetWinner, 22Bet, 1Win and Bet365 don’t appear on MAGLA’s register.
  • Age: 18 or older; MAGLA introduced fines of up to K20 million for letting a minor gamble.
⚠️ Why we don’t rank online casinos in Malawi: AffSupreme only recommends sites licensed for the product in the player’s own country. MAGLA’s published register, which it updated in March 2026, shows no online casino licence. The only operator publicly launched as a Malawian online casino was suspended when we checked, and sources disagree on whether it held a MAGLA or a Malta licence. If you’re unsure about any site, ask MAGLA before depositing.

Online gambling is legal in Malawi when it’s licensed by MAGLA. The problem for casino players is that MAGLA’s register doesn’t show any online casino licence.

From the 1996 Gaming Act to the 2022 Act

Malawi first regulated gambling under the Gaming Act of 1996, with separate boards for gaming and lotteries. The Gaming and Lotteries Act 2022 (Act No. 32 of 2022) merged the Gaming Board and the National Lotteries Board into the Malawi Gaming and Lotteries Authority, gave it power to regulate marketing, and legalised online gambling, according to Gambling Maps. Back in 2022, before the new Act took effect, Nyasa Times described Premier Bet as the only licensed online gambling operator and said residents used offshore sites that were technically illegal.

Since then, MAGLA has added detailed rules: the Gaming and Lotteries (Sports Betting) Regulations 2025, the Gaming and Lotteries (Advertising and Marketing) Regulations 2025, and Directive No. 1 of 2025, which limits broadcast gambling ads to between 21:00 and 06:00.

What MAGLA licenses

Gambling Maps lists three licence types issued by MAGLA, sports betting (three-year term), casino (five-year term) and lottery, and says online casino can be licensed. But MAGLA’s own licensed-operator page, last updated in March 2026, shows these categories:

Source: MAGLA, Licensed Operators page (magla.org.mw), checked November 2026.

There’s no online casino category on the page. In June 2026, MAGLA invited applications for new land-based casino and sports betting licences, with RFP fees of K500,000 for casinos and MWK 2 million (local) or US$1,500 (foreign) for sports betting; the call didn’t mention online casino, FocusGN reported.

What about players?

MAGLA says “running gambling services without a license is illegal” and warns of severe penalties for violators. Its enforcement has targeted operators: in December 2025, it destroyed 24 illegal gaming machines worth K20 million at a Lilongwe venue, after the operator pleaded guilty and was fined K1 million, AllAfrica reported. MAGLA urges the public to avoid unlicensed operators because of the risk of unfair practices and financial loss.

🏛️ MAGLA’s licensed operators

Licensed sports betting websites

MAGLA’s page lists nine sports betting licences: Betika, BetPawa, Betway, Bola Bet, MOOR World of Sports, Premier Bet, SupaPesa/BetYanga, World Star and BandaBets. MAGLA’s September 2025 list, reported by FocusGN and iGaming Today, named the companies behind several of them:

BrandLicensed company (2025 list)
BetwayGolden Bay Limited
betPawaKuwina Limited
BetYangaSupapesa Limited
888 BetsPort Achia Trade Limited
Premier BetPremier Bet Limited
BetikaBetika Limited
World Star BettingWorld Star Betting
MWOSMoors World of Sports Limited
Bola BetBola Bet Limited
—Mobipay Limited

These are sports betting licences. Several of these brands also show casino or crash-game sections on their websites in other countries, but MAGLA’s register doesn’t show a Malawian online casino licence for any of them.

Licensed land-based casinos

Colony Club Casino, Amaryllis HotelBlantyreHighlands Leisure
Colony Club CasinoLilongweHighlands Leisure
Casino Marina, City CentreLilongweSogecoa & Ranks Holdings Ltd
Casino Marina, ChichiriBlantyreSogecoa & Ranks Holdings Ltd

If you want casino games with full Malawian legal protection, these four venues are the clearest option. Licensed gaming machines are also available at 35 licensed sites around the country, operated by companies such as Mini Monte Gaming, American Palace and Highlands Leisure, and Malawi’s two national lotteries are run by Premier Lotto and Zonse Lotto (Afrigaming International).

🔎 How to check a site against MAGLA’s register

  1. Open MAGLA’s licensed-operator page on magla.org.mw. It lists licensees by category, with website links for sports betting licensees.
  2. Check the category, not just the name. A brand listed under sports betting holds a sports betting licence; the register shows no online casino category.
  3. Check the website address. MAGLA lists the website for each sports betting licensee. A different domain using the same brand name may not be covered.
  4. Remember the register can lag. Gambling Maps notes that new licences may appear late. If a site claims a new licence, ask MAGLA to confirm it.
  5. Treat foreign licences as foreign. A Curaçao or Malta licence doesn’t make a site licensed in Malawi.

🎲 Casino tabs on betting sites

Many betting brands that hold Malawian sports betting licences also run casino and crash-game sections in other countries, and players often assume the same games are covered at home. MAGLA’s register lists these brands under sports betting only, and MAGLA’s warning that “running gambling services without a license is illegal” applies to every product. Elsewhere in the region, regulators have acted on exactly this issue: Rwanda’s regulator suspended a sports betting licensee in July 2026 for offering casino-style games beyond its licence. If a Malawian betting site shows casino games, ask the operator which MAGLA licence covers them, and check with MAGLA if you’re not satisfied with the answer.

🎰 The Jackpot City story

Malawi’s only publicly launched online casino brand shows how uncertain the online casino space is:

  • Launch: Jackpot City Casino launched at the Bingu International Convention Centre in Lilongwe in December 2024, billed as Malawi’s first online casino platform, 247Malawi reported on 13 December 2024.
  • Operator: Malawi’s state news agency (MANA) named the operator as Golden Bay Limited of Blantyre, the same company MAGLA lists for Betway’s sports betting licence.
  • Licence: MANA reported that the platform was licensed by MAGLA, while 247Malawi said it was licensed in Malta. MAGLA’s current register doesn’t list an online casino licence for it.
  • Games: a February 2025 review by Bet and Win listed crash games such as Aviator and JetX, slots from providers such as Pragmatic Play and Habanero, Betgames, and live games from Evolution, with Airtel Money as the main payment method.
  • Status: when we checked in November 2026, jackpotcitymalawi.mw displayed a “Site Temporarily Suspended” notice saying the operator had suspended operations and would provide an update later.

We don’t know why Jackpot City suspended its Malawian site, and we found no official explanation. Until it resumes with a licence that appears on MAGLA’s register, we can’t recommend it.

If you had a Jackpot City Malawi account

The site’s notice says the operator will provide an update later. If you had money in an account, keep screenshots of your balance and transaction history, contact the operator through its official channels, and note the operator name reported at launch, Golden Bay Limited of Blantyre. Because sources disagree on which authority licensed the casino, ask MAGLA whether it can assist before assuming it can or can’t.

🌍 Offshore online casinos in Malawi: what you need to know

Many international gambling sites accept players from Malawi. A June 2026 Malawi24 article on low-deposit betting platforms featured BetWinner, 1xBet, 22Bet, 1Win and Bet365, none of which appear on MAGLA’s register. Gambling Maps notes that offshore sites accepting Malawian players without a local licence are outside MAGLA’s supervision. What that means for you:

  • No Malawian complaints route: you can file a complaint with MAGLA only about an operator it licenses.
  • No national protections: MAGLA’s self-exclusion register and its rules on minors and advertising don’t bind unlicensed sites.
  • Payment risk: deposits through unofficial agents, cards abroad or crypto may be hard to trace or recover. Gambling Maps notes that the Reserve Bank of Malawi doesn’t treat crypto as legal tender, leaving users without legal protection.
  • Tax isn’t withheld: offshore sites don’t deduct Malawian withholding tax, but that doesn’t make winnings tax-free; check with the Malawi Revenue Authority.
  • Fewer real choices: industry voices warned in January 2026 that higher taxes could push players towards unregulated services, FocusGN reported, but those services offer no fair-play guarantees or dispute resolution.

🚩 Red flags at any online casino

  1. The brand isn’t on MAGLA’s register, or appears only as a sports betting licensee.
  2. Only a foreign licence (Curaçao, Malta or another) in the footer.
  3. Deposits through personal agents on WhatsApp or Telegram instead of an official cashier.
  4. No age verification before you can play.
  5. Huge bonuses with no visible terms.
  6. “Release fees” or “taxes” demanded upfront before you can withdraw.
  7. APK files shared in group chats rather than from the operator’s website or an app store.

💰 Taxes on online casinos in Malawi and gambling winnings (2026)

Malawi changed its gambling taxes twice in four months.

15% on betting and lottery winnings

In the 2025/26 Mid-Year Budget Review in November 2025, Finance Minister Joseph Mwanamvekha raised the withholding tax on gambling winnings from 10% to 15% and removed the tax-free thresholds, Nation Online reported. The Taxation (Amendment) (No. 2) Act 2025 took effect on 31 December 2025, FocusGN reported. Before the change, winnings below K100,000, or K500,000 in some cases, were tax-free.

10% for casino gaming

The Taxation (Amendment) Act 2026, published on 14 April 2026, introduced a separate 10% rate for casinos. Sources describe how it works differently:

  • Gambling Maps: casino gaming is excluded from the 15% winnings tax and instead carries 10% withholding on the gross amount paid out to the player; the Act doesn’t tax amounts wagered.
  • RegFollower (May 2026): gaming and lottery activity is taxed on the amounts wagered, at 10% for casinos and 15% for lotteries and sports betting.

If you play at a licensed casino, ask how the 10% is calculated before you play.

The industry’s reaction

MAGLA itself warned that the new Taxation Act could suppress industry performance and weaken compliance, and held talks with betPawa, Betway and Premier Bet before planning to meet the Ministry of Finance and the Malawi Revenue Authority, FocusGN and Nation Online reported in January 2026. MAGLA chief executive Rachel Mijiga said the aim was a solution that benefits government, investors and the public. MAGLA still projected 60% growth in the sector in the financial year starting 1 April 2026.

What operators pay

Gambling Maps couldn’t confirm the current tax rate on operators’ gross gaming revenue in 2026, noting that estimates range from 20% to 35% and that an earlier 12% figure couldn’t be verified. Operators also pay licence fees, which MAGLA doesn’t publish.

📜 How MAGLA licenses operators

Understanding how licences are granted helps explain why so few operators are on the register. In its June 2026 call for applications, MAGLA said:

  • Legal basis: casino licences fall under Section 18 of the Gaming and Lotteries Act 2022, and sports betting licences under Section 27 and the Sports Betting Regulations 2025.
  • Due diligence: applicants face fit-and-proper, financial integrity, beneficial ownership and regulatory checks.
  • Fees to apply: non-refundable RFP fees of K500,000 for a land-based casino, and MWK 2 million (local) or US$1,500 (foreign) for sports betting.
  • No guarantee: MAGLA may reject applications or change the process and timelines.

MAGLA’s register says licences have validity “ranging from one year to ten years”. Gambling Maps lists sports betting licences at three years and casino licences at five years.

🧾 Why the end of the tax-free threshold matters

Before 31 December 2025, most small wins in Malawi were untaxed, because winnings below K100,000 (or K500,000 in some cases) were exempt. Now the 15% rate applies to every betting and lottery win “regardless of size”, FocusGN reported, and losses get no relief. For a player who wins K10,000 ten times in a month, that’s K15,000 withheld, money that previously stayed in the player’s pocket. This is one reason industry voices warned that the change could push players towards unregulated sites, which don’t withhold tax but offer no protection at all.

💳 Paying for gambling in Malawi: Airtel Money, TNM Mpamba and banks

Mobile money is the everyday way to pay. Licensed operators receive funds from players through Airtel Money, TNM Mpamba or bank accounts, and in June 2025 the fintech PayChangu and Centenary Bank launched instant bank transfers through the national switch, Malswitch, to speed up payouts and withdrawals for licensed betting operators, FocusGN reported. Centenary’s mobile service can be reached by dialling *632#, without a smartphone.

  • Use your own account: deposit only from a mobile money or bank account in your own name.
  • Use the official cashier: never send money to a personal number or an “agent”.
  • Check the tax line: a licensed operator should show the withholding tax deducted from your winnings.
  • Keep records: screenshots of deposits, withdrawals and deductions help in any dispute.

📈 Malawi’s gambling market

  • Licences: MAGLA’s register shows 9 sports betting websites, 4 casinos, 3 gaming machine operators, 2 WAP operators, 35 gaming machine sites and 6 lottery licences. Gambling Maps counts 22 licence holders on the register.
  • Growth: MAGLA projected 60% growth in the sector for the financial year from 1 April 2026.
  • Changing attitudes: MAGLA’s board chairperson, Frederick Changaya, said in April 2025 that gambling, once seen mainly as entertainment, is increasingly being used as an alternative source of income, a trend MAGLA wants to counter through responsible gambling training, FocusGN reported.
  • New licences: MAGLA’s June 2026 call for land-based casino and sports betting licence applications closed in July 2026.

🎰 How games at online casinos in Malawi work

Every casino game, at a hotel casino in Blantyre or on a phone, is designed so that the house wins over time.

RTP and house edge

Return to player (RTP) is the share of all stakes a game pays back over a very large number of plays. A slot with 96% RTP keeps an average of 4%, its house edge. RTP doesn’t predict one session, but the longer you play, the more your results tend towards the house edge.

Game typeHow it worksWhat to watch
Slots and gaming machinesRandom results on each spinPlay only at licensed sites; MAGLA destroys illegal machines
Crash games (Aviator)A multiplier rises until it crashes; you cash out firstRounds last seconds, so losses add up fast
RouletteBet on where the ball landsSingle-zero roulette has a lower house edge
BlackjackBeat the dealer without going over 21Lowest house edge with correct basic strategy
Wide area progressive jackpotsLinked machines build a shared jackpotLicensed in Malawi to DBR International WAP and Mini Monte Gaming

Casino myths

  • “The machine is due to pay.” Every spin is independent.
  • “I can predict Aviator.” Crash points are random; prediction apps and “signal” groups are scams.
  • “Bonuses are free money.” Wagering requirements and the house edge apply.
  • “Doubling after a loss always wins.” The Martingale quickly hits your budget or table limits.

🎰 Gaming machines and progressive jackpots in Malawi

For many Malawians, the most common form of casino-style gambling isn’t online at all: it’s gaming machines in bars, lodges and arcades. MAGLA’s register lists three gaming machine operators (American Palace, Mini Monte Gaming and Highlands Leisure), 35 licensed gaming machine sites in Lilongwe, Blantyre, Mzuzu and Mangochi, and two wide area progressive (WAP) operators, DBR WAP International and Mini Monte Gaming, whose linked machines build shared jackpots across different sites. DBR WAP International also holds Malawi’s only manufacturer licence.

Unlicensed machines are a target for enforcement. In December 2025, MAGLA destroyed 24 illegal machines at a Lilongwe venue after a tip-off; the operator was fined K1 million, and MAGLA’s acting director of legal services, Owen Chuma, said operators “must follow correct procedures by applying for a license”. If a machine’s venue isn’t on MAGLA’s list of gaming machine sites, don’t play.

💡 Playing smarter: budgets and volatility

  • Set a session budget in kwacha before you start, and stop when it’s gone.
  • Know your volatility: low-volatility games pay small amounts often; high-volatility games pay rarely but more. A small budget can disappear quickly on high volatility.
  • Watch the clock: fast games like Aviator can play hundreds of rounds an hour.
  • Factor in the tax: with 15% withheld from betting winnings and 10% from casino gaming, a win is worth less than it looks.
  • Never chase losses: it’s the most common route from fun to harm.

🧮 How casino bonuses really work

Offshore sites advertise heavily with bonuses. A wagering requirement is how many times you must bet a bonus before withdrawing it:

BonusWageringTotal you must betExpected loss on a 96% RTP slot
K50,00010xK500,000About K20,000
K50,00035xK1,750,000About K70,000
K50,00050xK2,500,000About K100,000

Illustration: expected loss = total wagered × 4% house edge. Short-term results vary widely.

Gambling Maps notes there are no statutory caps on wagering requirements in Malawi, so operators set their own. At 35x or more, the house edge is expected to consume the whole bonus.

🏨 Visiting a licensed casino in Malawi

  1. Choose a licensed venue: Colony Club Casino at the Amaryllis Hotel in Blantyre or in Lilongwe, or Casino Marina in Lilongwe City Centre or Chichiri, Blantyre.
  2. Bring ID: you must be 18 or older.
  3. Bring a fixed amount of cash and leave cards at home if that helps you stick to it.
  4. Ask about the 10% casino tax and how it’s applied to your play or payouts.
  5. Ask about self-exclusion if you’re worried about your gambling.
  6. Raise disputes with the venue first, then with MAGLA.

👥 Protecting young people

MAGLA has made youth protection a priority. Gambling Maps reports that it introduced fines of up to K20 million for allowing a minor to gamble in March 2025, and MAGLA announced youth protection and public awareness programmes in January 2026, Nation Online reported. Broadcast gambling ads are restricted to between 21:00 and 06:00, outside the hours when children are most likely to be watching or listening.

Parents can help by keeping Airtel Money and TNM Mpamba PINs private, checking phones for gambling apps or APK files, and talking openly about how casino games are designed so the house wins.

🎟️ Legal alternatives to online casinos in Malawi

  • Licensed land-based casinos: Colony Club and Casino Marina in Blantyre and Lilongwe.
  • Licensed gaming machine sites: 35 sites on MAGLA’s register.
  • Licensed sports betting websites: nine on MAGLA’s register, including Betway, betPawa, Premier Bet, Betika and World Star.
  • National lotteries: Premier Lotto and Zonse Lotto.

All of these are covered by MAGLA’s oversight and complaints process, which is the key difference from an offshore online casino.

🆘 What to do if something goes wrong

  1. Contact the operator’s customer service and keep records of every bet, payment and message.
  2. File a formal complaint with MAGLA, with your evidence, if it’s a licensed operator.
  3. Report illegal gambling to MAGLA or the Malawi Police Service; MAGLA’s December 2025 raid followed a tip-off.

MAGLA can’t help you recover money from an offshore site it doesn’t license.

📱 Playing on your phone safely

  • Download apps only from an operator’s official website or an official app store.
  • Never share your Airtel Money or TNM Mpamba PIN, and never type it into a website.
  • Ignore Aviator “signal” groups and “sure win” sellers; they’re scams.
  • Turn off promotional notifications and log out on shared phones.

🔭 What to watch in 2026 and 2027

  • New licences: results of MAGLA’s 2026 call for casino and sports betting applications.
  • An online casino category: if MAGLA adds online casino licensees to its register, we’ll update this guide and consider a ranking.
  • Jackpot City: whether it resumes, and under what licence.
  • Tax talks: the outcome of MAGLA’s discussions with the Ministry of Finance and the Malawi Revenue Authority.
  • Youth protection: MAGLA’s planned youth protection and public awareness programmes.

📖 Glossary

  • MAGLA: Malawi Gaming and Lotteries Authority, the regulator.
  • MRA: Malawi Revenue Authority, which collects taxes.
  • Withholding tax: tax deducted from winnings before you’re paid.
  • WAP: wide area progressive, a jackpot shared across linked machines.
  • RTP: return to player, the share of stakes a game pays back over time.
  • Wagering requirement: how many times you must bet a bonus before withdrawing it.
  • Self-exclusion: a voluntary ban from gambling for a set period.
  • Offshore operator: a site licensed, if at all, outside Malawi.

🔍 How we researched this guide

We checked MAGLA’s licensed-operator page (updated March 2026) and its September 2025 list as reported by FocusGN and iGaming Today, regulatory summaries from Gambling Maps (October 2026), tax reporting from Nation Online, FocusGN and RegFollower, MAGLA enforcement news from AllAfrica, and Jackpot City’s launch coverage from MANA and 247Malawi. Where sources disagree, notably on the casino tax base and on Jackpot City’s licence, we set out each view. This page carries no casino affiliate links.

✅ Checklist before you play

  • Am I 18 or older?
  • Is the operator on MAGLA’s register, and for the product I want to play?
  • Am I paying through the official cashier with my own account?
  • Do I know how winnings are taxed (15% betting and lottery, 10% casino)?
  • Have I set a budget and a time limit?
  • Do I know how to self-exclude?

🧘 Responsible gambling in Malawi

MAGLA has been stepping up its responsible gambling work. In April 2025, it ran a two-day workshop in Salima with the South African Responsible Gambling Foundation, training operators to recognise signs of addiction and reduce problem gambling, FocusGN reported. It has also announced youth protection and public awareness programmes.

  • Self-exclusion: MAGLA runs a national self-exclusion register; registering blocks access to covered licensed operators for the period the scheme sets, according to Gambling Maps.
  • Minors: under-18s can’t gamble, and operators face fines of up to K20 million for letting a minor gamble.
  • Advertising: broadcast gambling ads are allowed only between 21:00 and 06:00.
  • Limits: deposit limits and reality checks aren’t legally required, so set your own and use any tools your operator offers.
  • Talk to someone: if gambling is causing problems, speak to a doctor, a counsellor or someone you trust.

Warning signs include chasing losses, borrowing to gamble, using money meant for food, rent or school fees, and hiding gambling from family. MAGLA’s chairperson has warned that gambling is increasingly seen as a source of income; it isn’t.

🔞 Adults only: you must be 18 or older to gamble in Malawi.

❓ Frequently asked questions

Are online casinos legal in Malawi?

Online gambling is legal in Malawi when licensed by MAGLA, but MAGLA’s register showed no online casino licence when we checked in November 2026.

What is the best online casino in Malawi?

We don’t recommend any, because none appears on MAGLA’s register as a licensed online casino. For casino games with legal protection, visit one of the four licensed casinos in Blantyre and Lilongwe.

The Malawi Gaming and Lotteries Authority (MAGLA), created by the Gaming and Lotteries Act 2022.

Is Jackpot City licensed in Malawi?

Sources disagree: the state news agency MANA reported a MAGLA licence when it launched in December 2024, while 247Malawi said it was licensed in Malta. MAGLA’s current register doesn’t list it, and its Malawian site showed a temporary suspension notice in November 2026.

Why is Jackpot City Malawi suspended?

MAGLA’s register lists them under sports betting. It doesn’t show an online casino licence for any of them.

Malawi has a modern gambling law and an active regulator, but no online casino on MAGLA’s register in November 2026, and the one brand launched as Malawi’s first online casino, Jackpot City, had suspended its site. That’s why we don’t rank online casinos here. If you want casino games with legal protection, visit Colony Club or Casino Marina in Blantyre or Lilongwe; avoid offshore casino sites that MAGLA can’t supervise; remember the 15% tax on betting winnings and 10% on casino gaming; and use MAGLA’s self-exclusion register if gambling stops being fun. We’ll update this guide as soon as a licensed online casino appears on the register.
