Best Online Casinos in Liberia & Sierra Leone 2026: Licensed Sites, Laws and Player Safety
Looking for the best online casinos in Liberia and Sierra Leone? These two West African neighbours share a border, a love of football and a fast-growing mobile money culture, but they regulate online gambling very differently. Liberia’s National Lottery Authority (NLA) issues online casino licences and publishes a register of licence holders. Sierra Leone has no online gambling law and no online casino licence at all.
That difference shapes this guide. For Liberia, we rank only the operators we could tie to an NLA licence that covers online casino: ChopWin and LIPAY. For Sierra Leone, we don’t rank any online casino, because none can hold a local online licence; instead, we explain the rules, the risks and the legal alternatives. We also cover Liberia’s tough new capital rules for online operators, the 2026 fake-licence scandal, taxes on winnings, mobile money payments and where to get help. Every fact was checked in October and November 2026, and where sources disagree we say so.

📌 Key takeaways
Liberia licenses online casinos: the NLA register lists Good Game Limited, trading as ChopWin, with an active “Online Casino” licence valid from 26 May 2026 to 25 May 2027. LIPAY received a 2026/27 licence covering sports betting, online casino and online lottery in September 2026.
Sierra Leone doesn’t: there’s no online gambling law and no licensing body for online play, so online casino is a grey market. We don’t rank any Sierra Leone online casino.
Fake licences exist: in September 2026, the NLA ordered Seven Blue to stop issuing licences under a fake “Liberia Online Gaming and Casino Commission”. Only the NLA licenses gambling in Liberia.
New capital rules: NLA Resolution No. 005 of 2026 requires online casino and online sports betting licensees to hold at least US$500,000 in paid-up capital and pay an US$80,000 annual fee.
Tax on winnings: 20% withheld in Liberia, according to Gambling Maps citing the Liberia Revenue Authority. In Sierra Leone, lottery winnings of Le 500,000 or more face 15% withholding.
Payments: MTN Mobile Money and Orange Money in Liberia; Orange Money and Afrimoney in Sierra Leone.
Age: 18+ in both countries.
⚠️ Check the licence category, not just the brand: most of the 33 entries on Liberia’s NLA register are sports betting, slot or land-based casino licences. Only an NLA licence that covers online casino lets a site legally offer slots, crash games and live tables online in Liberia. In Sierra Leone, no such licence exists, so every online casino there operates without local online authorisation.

🔬 How we chose the best online casinos in Liberia and Sierra Leone
Our rule is simple: we only rank sites licensed for the product in the player’s own country. For an online casino in Liberia, that means an NLA licence whose category covers online casino. A sports betting licence isn’t enough. For Sierra Leone, there’s no online licence to check, so no site qualifies. Among the licensed Liberian brands, we then look at:
Licence scope and status: the category and expiry date on the NLA register, or an NLA announcement naming the licence.
Compliance history: suspensions, fines, court cases and how they were resolved.
Ownership and track record: who runs the brand and where else it’s regulated.
Payments: MTN Mobile Money and Orange Money, which dominate gambling payments in Liberia.
Games: slots, crash games and the studios behind them.
Responsible gambling: age checks, identity verification and player tools.
Liberia’s online casino market is young and small, so product details are thin. Where we couldn’t confirm a detail, such as a Liberian welcome bonus or minimum deposit, we say so rather than guess.
⭐ The best online casinos in Liberia: reviews
🎰CW
1. ChopWin: the best online casino in Liberia
★★★★8.0/10
🛡️ Licence: NLA “Online Casino”, Good Game Limited (ChopWin), active, 26 May 2026 to 25 May 2027
🏢 Group: ChopLife Gaming, chaired by Nigerian musician and entrepreneur Mr Eazi
🎮 Games: Aviator (Spribe), JetX, spin-and-win and Pragmatic Play slots
💳 Payments: mobile money; the group’s Liberian launch was built around mobile payments
Why it’s our top pick
ChopWin is the only brand listed under the “Online Casino” category on the NLA register, through its licensed company Good Game Limited. That’s the clearest legal footing any online casino has in Liberia. Its parent, ChopLife Gaming, announced on 29 January 2026 that it had secured a licence for online sports betting and casino operations in Liberia; the register separately lists ChopLife with a sports betting licence running from 4 December 2025 to 3 December 2026.
Mr Eazi, ChopLife’s chairman, said at the time: “This authorisation supports our strategy to deliver secure, mobile-first gaming platforms that are locally relevant.” FocusGN described the Liberian platform as covering sports betting, slots, crash games, virtual sports and instant-win games, with mobile money as the payment method.
🎰 Casino
ChopWin is built around fast, mobile casino games. In Sierra Leone, where it launched publicly in May 2026, it promoted Aviator, JetX and spin-and-win games, and BetaGamers reported that its slots come from Pragmatic Play, with Aviator supplied by Spribe. Both studios are major, widely regulated suppliers. Expect a lobby weighted towards crash games and slots rather than a deep live-dealer section.
💳 Payments and verification
In Sierra Leone, ChopWin requires national ID and selfie verification and pays withdrawals to Orange Money and Afrimoney. Its help pages for Sierra Leone list a minimum deposit of 5 SLE and maximums of 15,000 SLE (Orange Money) or 25,000 SLE (Afrimoney). We couldn’t find equivalent Liberian figures: ChopWin’s public guide pages don’t yet list Liberia, so check the cashier for MTN MoMo and Orange Money limits before you deposit.
✅ Pros
✅ The only “Online Casino” entry on the NLA register
✅ Backed by ChopLife Gaming, licensed in several African markets
✅ Aviator, JetX and Pragmatic Play slots
✅ ID and selfie verification protects accounts
⚠️ Cons
⚠️ Liberian deposit limits and bonus terms not published
⚠️ Narrow lobby focused on crash games and slots
⚠️ 20% tax on winnings applies
Best for: Liberian players who want the clearest online casino licence on the NLA register and mobile-friendly crash games and slots.
2. LIPAY: licensed again, with a history to know about
★★★½7.0/10
🛡️ Licence: NLA, one-year licence for the 2026/27 period covering sports betting, online casino and online lottery (issued 22 September 2026)
🏢 Company: LIPAY Bet Incorporated, listed on the NLA register as Lipay Bet
⚖️ History: licence suspended, then revoked in June 2026; restored by settlement in September 2026
💳 Payments: not confirmed in a recent source
Why we include it
LIPAY holds an NLA licence that explicitly covers online casino, which puts it on a short list in Liberia. FocusGN reported on 28 September 2026 that the NLA had issued LIPAY a one-year licence for 2026/27 covering sports betting, online casino and online lottery, following a settlement agreement dated 14 September 2026.
⚖️ The compliance history
LIPAY’s path back to a licence was bumpy, and you should know about it:
The 1xBet dispute: the NLA said LIPAY Bet gave operational rights to 1xBet without its approval, which it argued breached the NLA Act of 2014. It suspended LIPAY’s licence as an interim measure. In early April 2026, the Sixth Judicial Circuit Court in Monrovia found the suspension lawful, although it set aside some financial penalties imposed before the administrative process had finished, Women Voices reported.
Revocation: in June 2026, the NLA revoked LIPAY’s sports betting authorisation for breaches of Gaming Regulation 001, including rules on disclosing material information and misrepresentation, imposed US$10,000 in fines and barred it from applying for a licence for two years.
Settlement: after hearings and negotiations, the NLA agreed to lift the restrictions, subject to LIPAY meeting the settlement terms and staying compliant with AML/CFT and responsible gaming rules.
A restored licence is a licence, and the NLA’s handling shows the regulator does enforce its rules. But the history means LIPAY ranks below ChopWin, and we’ll watch for any further action.
🎰 Casino and payments
We couldn’t find a recent, reliable description of LIPAY’s casino lobby, deposit methods or bonus terms after its September 2026 relicensing. Before you deposit, check that the site displays its current NLA licence, and confirm which mobile money options it supports.
✅ Pros
✅ NLA licence covering online casino
✅ Local Liberian operator
✅ Licence conditions include AML/CFT and responsible gaming
⚠️ Cons
⚠️ Suspension, revocation and fines in 2026
⚠️ Casino lobby and payments not confirmed
⚠️ One-year licence only
Best for: Liberian players who prefer a local brand and are comfortable with its regulatory history.
We don’t link to LIPAY because we couldn’t verify its official website address. Find it through the NLA or the operator’s official social channels, and never through links shared in group chats.

For most players, ChopWin is the safer choice: its online casino licence appears on the NLA’s own register, and its game suppliers are well known. LIPAY is a reasonable second option if you prefer a local brand, but check its current terms carefully.
🚫 Other operators: why they’re not on our list
Many brands are active in Liberia and Sierra Leone. Here’s why we don’t rank them as online casinos:
Operator
Why it’s not ranked
Premier Bet, Mula Sport, Nice Bet, SAWARA, BETGETGO, Star Bet (Fido Tech)
Listed on the NLA register for sports betting, not online casino
Bettomax, Doxx Bet, Real Time Investment Group, 21.COM (SH Interactive), Winner’s Inc.
Listed as “Sport Betting +1”; the register doesn’t name the second licence type, so we can’t confirm online casino
1xBet
No NLA licence of its own found; the NLA said LIPAY’s grant of operational rights to 1xBet was unauthorised
Anyone holding a “Liberia Online Gaming and Casino Commission” licence
That body isn’t a Liberian regulator; the NLA ordered Seven Blue to stop issuing such licences in September 2026
All online casinos in Sierra Leone, including ChopWin’s Sierra Leone site
Sierra Leone has no online gambling law or online licence
Offshore casinos (Curaçao and similar licences)
No NLA licence; no local complaints route

🇱🇷 Are online casinos in Liberia legal?
Yes, if the operator holds a National Lottery Authority licence that covers online casino. The NLA was set up under the National Lottery Authority Act of 2014 and regulates lotteries, sports betting, casinos, slot machines and online gaming. Its detailed rules sit in Gaming Regulation 001, which the NLA cited when it sanctioned LIPAY in 2026.
Liberia is one of the few West African countries that issues a specific online casino licence category. That’s why we can rank online casinos here, while in Sierra Leone we can’t.
What the NLA register shows
The NLA’s licence register, as reproduced by Gambling Maps, lists 33 licence holders. Broadly, they fall into these groups:
Category on the register
Examples
Online Casino
Good Game Limited (ChopWin), the only entry in this category
Sport Betting
ChopLife, Premier Bet, Mula Sport, Lipay Bet, Nice Bet, SAWARA, BETGETGO, Fido Tech (Star Bet)
Sport Betting +1
Bettomax, Doxx Bet, Real Time Investment Group, SH Interactive (21.COM), Winner’s Inc.
Casino (land-based)
Golden, Oceano, Platinum, Riverside, Royal and RS Multiplex casinos
Slots and mini-slots
Several gaming machine operators
Scratch cards
Z&F Lottery
Two cautions. First, nine entries on the copy we checked were still marked “Active” even though their expiry dates had passed, so the register may lag behind renewals. Second, the register doesn’t show every licence the NLA announces: LIPAY’s 2026/27 online casino licence, reported in September 2026, appears there only as a sports betting entry. When in doubt, ask the operator for its current NLA licence certificate, or contact the NLA.
Resolution No. 005 of 2026: new capital rules
On 26 October 2026, FocusGN reported that the NLA had adopted Resolution No. 005 of 2026, which sets minimum paid-up capital for every licence class. For players, it matters because better-capitalised operators are more likely to pay out winnings.
Licence type
Minimum paid-up capital
Online casino and online sports betting
US$500,000, plus an US$80,000 annual fee
Casino in Montserrado County
US$1,000,000
Casino elsewhere in Liberia
US$750,000
Scratch cards
US$250,000
Gaming machines
US$200,000
Mini-slots
US$100,000
Deadline: existing licensees have 180 days to comply.
Penalties: a capital shortfall of more than 10% lasting 30 days can lead to suspension; more than 25% for 60 days can lead to revocation.
Monitoring: operators must connect to the NLA’s Central Lottery Management System within 180 days of its launch.
Fees: the application fee rises from US$400 to US$500, and the late renewal fee from US$500 to US$1,500.
The capital rules could thin out Liberia’s crowded licence list during 2027. If an operator you use is suspended, stop depositing and request a withdrawal promptly.
The Seven Blue fake-licence warning
In March 2026, the NLA signed an agreement with Seven Blue Ltd to build a digital licensing system for non-resident online operators serving Liberia, FocusGN reported. The plan was for it to handle applications, compliance documents and a database of licensed entities, rolled out in stages.
By September 2026, the relationship had collapsed. On 10 September, the NLA issued a cease-and-desist order to Seven Blue, accusing it of issuing licences through a fake body called the “Liberia Online Gaming and Casino Commission”. NLA Director General Peter L. Solo said the action protected government revenue. The NLA is also developing rules for prediction markets.
⚠️ What this means for you: a casino footer that says “licensed in Liberia” isn’t enough. Only the National Lottery Authority licenses gambling in Liberia. A licence from the “Liberia Online Gaming and Casino Commission”, or any body other than the NLA, gives you no local protection.
Enforcement in Liberia
The NLA has become more active in 2026:
LIPAY: suspension, a court case, revocation and a settlement, all within six months.
Seven Blue: a cease-and-desist order over fake licences.
Unauthorised partnerships: after its court win against LIPAY in April 2026, the NLA said it would step up compliance monitoring and enforcement nationwide, adding: “All operators are hereby advised to strictly adhere to the conditions of their licenses and the laws of Liberia.”
Gambling tax in Liberia
Gambling Maps, citing the Liberia Revenue Authority, says 20% tax is withheld from gambling winnings. Licensed operators should deduct it before paying you, so check your bet history or transaction record for the deduction. Operators also pay NLA licence fees, which under Resolution 005 include an US$80,000 annual fee for online casino and online sports betting.
Payments in Liberia
Mobile money drives Liberian gambling. Gambling Maps lists MTN Mobile Money and Orange Money as the main methods, and FocusGN reported in July 2025 that Star Bet (Starbet Liberia) integrated both, with withdrawals typically reaching wallets within 30 minutes. Orange Money accounts need only a national identity document, and you can cash in and out at Orange shops and agents.
Deposit only through the operator’s official cashier or USSD menu.
Use a wallet in your own name; licensed operators check that names match.
Never send money to an “agent” on WhatsApp or Telegram.
Land-based casinos in Liberia
The NLA register lists six land-based casino licensees: Golden, Oceano, Platinum, Riverside, Royal and RS Multiplex. Under Resolution 005, a casino in Montserrado County, which includes Monrovia, now needs US$1 million in paid-up capital, and one elsewhere needs US$750,000. A licensed casino gives you table games with a regulator behind them, though you’ll need ID showing you’re 18 or over.
🇸🇱 Are online casinos in Sierra Leone legal?
Not in any regulated sense. Sierra Leone has no dedicated online gambling law and no body that licenses online casinos. iGaming Today describes online gambling in Sierra Leone as unregulated, with no licensing body, and Gambling Maps classifies online casino as a grey market with no Sierra Leone licence available.
That isn’t the same as an explicit ban on players. But it means no online casino can show you a Sierra Leone online casino licence, no regulator checks its games or payouts, and no Sierra Leone authority handles complaints about it. For that reason, we don’t rank or recommend any online casino for players in Sierra Leone.
Who regulates gambling in Sierra Leone?
Body
Role
Ministry of Finance
Licenses land-based sports betting and lotteries
National Tourist Board
Licenses casinos
National Revenue Authority (NRA)
Collects gambling taxes
Source: Gambling Maps, 2026.
Gambling Maps notes that online offerings in Sierra Leone are typically extensions of land-based betting or lottery licences. So when a Sierra Leone betting brand shows a casino or crash-game tab, there’s no online casino licence behind it.
Gambling operators in Sierra Leone
Mercury International: operates the state lottery and was formed on 1 October 2006, according to Gambling Maps. It also runs sports betting; FocusGN reported in early 2026 that it paid Le 20 million to 30,000 football bettors.
Sierra Leone State Lottery Company: the state lottery body.
Premier Bet, 1xBet and Elephant Bet: named by Gambling Maps among the operators active in the market.
ChopWin: active since November 2025, with an official Freetown launch in May 2026 (see below).
ChopWin in Sierra Leone: why it isn’t ranked here
ChopWin entered Sierra Leone in November 2025 and held its official launch on 9 May 2026 at the New Brookfields Hotel in Freetown, FocusGN and OwlPress reported. It offers Aviator, JetX and spin-and-win games, uses national ID and selfie verification, and pays out to Orange Money and Afrimoney. Its operations manager, Dickor Kargbo, said: “We have the most seamless and reliable payment system in Sierra Leone”.
At the launch, Hon. Barrie warned: “Nobody should take betting as a means of survival. It should only be optional.” It’s good advice wherever you play.
None of the launch coverage named a Sierra Leone regulator or licence for ChopWin’s online casino, and Sierra Leone has no online casino licence to issue. So although ChopWin is our top pick in Liberia, where it holds an NLA online casino licence, we don’t rank its Sierra Leone site. If you use it, understand that you’re playing without a local online regulator.

Payments in Sierra Leone
Orange Money and Afrimoney are the main payment methods, according to Gambling Maps. ChopWin’s Sierra Leone help pages list a 5 SLE minimum deposit (10 SLE to qualify for its bonus) and maximums of 15,000 SLE via Orange Money and 25,000 SLE via Afrimoney. Keep your PIN private and use only the operator’s official cashier.
Land-based casinos in Sierra Leone
Casinos are licensed by the National Tourist Board. iGaming Today names the Bintumani Hotel and Casino on Aberdeen Hill in Freetown. A licensed land-based casino is the clearest legal way to play casino games in Sierra Leone; bring ID showing you’re 18 or over.
Complaints in Sierra Leone
Gambling Maps says disputes go first to the operator and then, if unresolved, to the Commercial Court. There’s no gambling ombudsman or online dispute portal, and no Sierra Leone body can help you with an offshore site.
🌍 Offshore online casinos: the risks
No local licence: offshore sites hold no NLA licence in Liberia, and Sierra Leone has none to give.
No complaints route: the NLA can’t help you recover money from a site it doesn’t license.
Fake licences: the Seven Blue case shows how a convincing “Liberian licence” can be worthless.
No safety net: age checks, limits and self-exclusion are optional for offshore operators.
Payment risk: deposits through unofficial agents can disappear without trace.
🚩 Red flags at any casino site
No NLA licence for online casino, or a licence from any other “Liberian” body.
Only a foreign licence in the footer.
Deposits through agents on WhatsApp or Telegram.
No age or ID check before you can play.
Fees demanded to release winnings.
APK files shared in group chats instead of downloads from the official website.
“Guaranteed” Aviator signals or predictor apps.

📝 How to join a licensed online casino in Liberia
Check the licence: confirm the brand holds an NLA licence covering online casino. ChopWin’s appears on the register under Good Game Limited.
Open the official site: type the address yourself or use the link on this page; don’t follow links in group chats.
Register with your real details: use your own name and phone number, matching your mobile money wallet.
Verify your identity: expect to upload ID and, at some operators, a selfie. You must be 18 or over.
Set limits first: decide a deposit limit and a time limit before you play.
Deposit with mobile money: use MTN MoMo or Orange Money through the official cashier or USSD menu.
Read bonus terms: check wagering, maximum bet and expiry before you accept any offer.
Withdraw to your own wallet: remember that 20% tax may be withheld from winnings.
🎰 How games at online casinos in Liberia and Sierra Leone work
Whatever the site, every casino game is designed so the house wins over time. Knowing how that works helps you play for fun rather than chasing money.
RTP and house edge
Return to player (RTP) is the share of all stakes a game pays back over a very large number of plays. A slot with 96% RTP keeps an average of 4%, which is its house edge. RTP says nothing about one session: you can win or lose heavily in the short term. But the longer you play, the closer your results tend to move towards the house edge.
Game
How it works
What to watch
Slots
Random results on each spin; Pragmatic Play is a common supplier
High volatility means long losing runs
Crash games (Aviator, JetX)
A multiplier rises until it crashes; cash out before it does
Rounds last seconds, so losses add up fast
Spin-and-win and instant games
A single random draw decides the result
Very fast; easy to overspend
Virtual sports
Computer-simulated matches every few minutes
Results are random, not based on form
Roulette and blackjack
Classic table games, mostly in land-based casinos
Blackjack has a low house edge only with correct strategy
Aviator and crash games
Crash games are the most popular casino product in both countries, and ChopWin’s launches put them front and centre. Each round, a multiplier climbs from 1x until it “crashes” at a random point. If you cash out before the crash, you win your stake times the multiplier; if not, you lose it. Spribe’s Aviator uses a “provably fair” system that lets players check each round wasn’t altered, but that doesn’t make results predictable. Any app, Telegram channel or influencer selling Aviator “signals” is a scam.
Casino myths
“The game is due to pay.” Every spin and every round is independent.
“I can predict the crash.” Crash points are random; predictor apps don’t work.
“Bonuses are free money.” Wagering requirements and the house edge apply.
“Doubling after a loss always wins.” The Martingale strategy quickly runs into your budget or betting limits.
“A big win means I’m on a streak.” Past results don’t change future odds.
🧮 How casino bonuses really work
We couldn’t confirm a current welcome bonus at either licensed Liberian casino. If you’re offered one, here’s how to judge it. The table uses a US$50 bonus and a slot with 96% RTP:
Bonus
Wagering
Total you must bet
Expected loss (4% house edge)
US$50
10x
US$500
About US$20
US$50
35x
US$1,750
About US$70
US$50
50x
US$2,500
About US$100
Illustration only: expected loss = total wagered × 4% house edge. Short-term results vary widely. The same maths applies in Liberian dollars or leones.
At 35x wagering or more, the house edge is expected to consume the whole bonus. Also check the maximum bet while the bonus is active, which games count towards wagering (crash games often count less or not at all), time limits and caps on winnings.
💡 Playing smarter
Set a budget before every session and stop when it’s gone.
Know your volatility: high-volatility slots can drain a small budget quickly.
Watch the clock: crash games can play hundreds of rounds an hour.
Cash out early in crash games if you want longer sessions; chasing big multipliers burns money fast.
Never chase losses or borrow to gamble.
Keep gambling money separate from money for rent, food, school fees and transport.
📱 Playing on your phone safely
Download apps only from the operator’s official website or an official app store.
Never share your MTN MoMo, Orange Money or Afrimoney PIN, and never type it into a website.
Ignore Aviator “signal” groups and influencer tips.
Turn off promotional notifications and log out on shared phones.
Check your mobile money statement regularly for payments you don’t recognise.

🆘 What to do if something goes wrong
In Liberia
Contact the operator through its official support channels, and keep screenshots of your balance, bets and transactions.
Escalate to the National Lottery Authority if the licensed operator doesn’t resolve it. Gambling Maps says complaints go to the operator first and then the NLA.
Contact your mobile money provider if a deposit or withdrawal is missing.
In Sierra Leone
Contact the operator and keep records.
Consider the Commercial Court for unresolved disputes, per Gambling Maps. There’s no gambling ombudsman.
Neither country’s authorities can help with offshore sites.
🔭 What to watch
Resolution 005 deadlines: operators that can’t meet the US$500,000 capital requirement within 180 days risk suspension.
Central Lottery Management System: once it launches, licensees have 180 days to connect.
New online casino licensees: we’ll add any brand that appears on the NLA register under online casino.
Prediction markets: the NLA is developing rules for them.
Sierra Leone reform: any move to create an online gambling law or licence would change our approach there.

🔍 How we researched this guide
For Liberia, we checked the NLA licence register as reproduced by Gambling Maps, then NLA decisions reported by FocusGN, Women Voices and SiGMA, and ChopLife Gaming’s licence announcement (MyJoyOnline and FocusGN). For Sierra Leone, we used Gambling Maps and iGaming Today for the legal framework, and FocusGN, OwlPress and BetaGamers for ChopWin’s launch. We cross-checked ChopWin’s deposit limits against its own help pages. Where sources conflict, for example on ChopLife’s licence category in Liberia, we report both versions. We don’t invent bonus terms or limits we couldn’t confirm.

🧘 Responsible gambling in Liberia and Sierra Leone
Neither country has a national self-exclusion register or a dedicated gambling helpline, according to Gambling Maps. That puts more responsibility on you and on the operator. Licensed Liberian operators must meet responsible gaming requirements as part of their NLA licence conditions, as LIPAY’s 2026 settlement made explicit.
Use operator tools: ask the casino for deposit limits, time-outs or account closure. If it won’t help, that’s a warning sign.
Block gambling payments: keep your mobile money PIN private, and ask someone you trust to hold savings in a separate wallet.
Talk to someone: a family member, friend, faith leader or health worker can help you step back.
Treat it as entertainment: as Hon. Barrie said at ChopWin’s Freetown launch, betting should never be a means of survival.
Warning signs include chasing losses, borrowing to gamble, using money meant for food, school fees or rent, and hiding gambling from family.
🔞 Adults only: 18+ in Liberia and Sierra Leone.

🏁 Final verdict: online casinos in Liberia and Sierra Leone in 2026
Liberia has a working, if imperfect, online casino licence system. ChopWin is our top pick because its online casino licence sits on the NLA register, and LIPAY is a licensed second option with a compliance history worth knowing. The NLA’s 2026 enforcement, from the LIPAY case to the Seven Blue fake-licence order and the new capital rules, should make the market safer, but always check that a licence comes from the NLA itself. Sierra Leone has no online gambling law, so we don’t rank any online casino there; land-based casinos remain the clearest legal option. In both countries, set limits, use your own mobile money wallet, ignore Aviator “signals”, and stop if gambling stops being fun.
