Yes, sports betting is legal in Nigeria when you use a licensed operator, but who does the licensing changed recently. Here’s what Nigerian bettors need to know in 2026.
The Supreme Court moved regulation to the states
On 22 November 2024, the Supreme Court of Nigeria ruled unanimously in the case brought by the Attorney General of Lagos State against the Attorney General of the Federation. The court held that the National Assembly has no power to legislate on lotteries and games of chance in the 36 states, and that the National Lottery Act 2005 can only apply in the Federal Capital Territory, Abuja. Regulation of betting now belongs to state Houses of Assembly and state regulators.
In practice, this means the National Lottery Regulatory Commission (NLRC) no longer has authority over betting in the states outside the FCT, and operators that relied only on an NLRC licence may need state licences to operate.
Lagos (LSLGA) is the leading regulator
The Lagos State Lotteries and Gaming Authority, created under the Lagos State Lotteries and Gaming Authority Law 2021, licenses online sports betting, online casinos, lotteries, pool betting, gaming machines and more. It publishes a public register of licensed operators and a list of illegal operators. In 2026, Lagos High Court judgments confirmed that any operator serving Lagos residents, whether physical, online or remote, must comply with the state’s licensing, registration and tax rules.
The state regulators’ federation
More than twenty states have formed the Federation of State Gaming Regulators of Nigeria (FSGRN). Through a reciprocity framework, operators can use a Universal Reciprocity Certificate to work across participating states. Age limit, KYC and the 5% tax on winnings
You must be 18 or older to bet. Since February 2026, Lagos-licensed operators have deducted a 5% withholding tax from net winnings at the point of payout and remitted it to the Lagos State Internal Revenue Service (LIRS).
